HUD SuperNOFA Released - GBACoC Request for Proposals
Due Electronically by September 11, 2008
A Notice of Funding Availability (NOFA) has been issued by the U.S. Department of Housing and Urban Development (HUD) for Continuum of Care Homeless Assistance Programs. In accordance with its guidelines, The Greater Bridgeport Area Continuum of Care (GBACoC) is seeking proposals for two types of housing projects in the Greater Bridgeport area.
The first type is a new permanent supportive housing project exclusively serving individuals who meet the HUD definition of being chronically homeless. The HUD share of the project budget should not exceed $191,712 for a two-year period of which no more than 20% can be devoted to case management services. The GBACoC has decided to prioritize for funding only one project in this category.
The second type is a new transitional housing project for households with dependent children residing on the street or in emergency shelters meeting the requirements of HUD’s Rapid Re-Housing for Families Demonstration Program. The HUD share of the project budget should not exceed $383,423 for a three-year period of which no more than 30% may be used for supportive services, including case management. The GBACoC is limited to funding only one project in this category.
Interested providers may submit an electronic application by registering at www.hud.gov/esnaps. Applicants should, however, review training materials at http://esnaps.hudhre.info/training/ prior to registering to gain a thorough understanding of the system. Key GBACoC information needed to complete the registration process is available from Judy Sklarz between the hours of 9:00 AM to 4:00 PM, Monday through Thursday at the United Way of Coastal Fairfield County, 75 Washington Avenue, Bridgeport, CT 06604, Phone: (203) 339-6352. Potential applicants may also be interested in a HUD NOFA training on September 8 sponsored by several agencies including the Corporation for Supportive Housing (CSH). More information on that training may be obtained from Leda Johnson at CSH: ctbos@csh.org or (203) 789-8053.
The GBACoC’s internal deadline for electronic submissions is September 11, 2008 at 4:00 PM with the final submission of any amended application required by September 23, 2008.
